There is a story about an exercise done to determine the crime capital of the world. It says briefcases full of valuables were left unattended in strategic places in cities around the world. That was to see how long it would take for the briefcases to be stolen.
Various cities recorded times from minutes to hours and days. I hear the city that took the first price was the one where the vehicle transporting the briefcase to the strategic place was hijacked. So the counting never even started.
